Сервис для управления параметрами паролей пользователей организации.

Разрешения на использование сервиса, которые доступны при настройке приложения:
* `ya360_security:domain_passwords_read` — чтение информации о параметрах паролей пользователей;
* `ya360_security:domain_passwords_write` — управление параметрами паролей пользователей.
