You can use Yandex.Money to make payment both to commercial and state companies.

Paying Bills

If you need to pay electricity, gad, or utility bills, navigate to our Goods and Services catalog and view Utilities and State Services.

You can pay and bills and invoices via a special form. It allows you to transfer money to any corporation or sole proprietor in Russia:

Commission—2% of the amount, but no less than 30 rubles. If you transfer any amount less than 1,500 rubles, the commission is 30 rubles. If you transfer larger amount, the commission rate is 2% (for instance, it will be 100 rubles for 5,000-rubles payment).

Money is credited within 2-3 business days.

If the recipient's INN (TIN) is in our database, all the rest banking details will be filled in automatically. If this INN (TIN) is not in our database, you will need to fill the banking details in manually.

How to fill out the “Payment Purpose” field

Specify all possible details that will help the recipient to “identify” your payment:

  • name of a good or service
  • number of a bill (contract) or other ID number
  • the term you are paying for, if it matters
  • your last name and initials.

Sample of a payment purpose:

  • Payment for security services under the bill No.123456789 for June, 2016; payer A.B. Johnson.
  • Payment for a parking lot no. 64 located: 10 Ordzhonikidze ulitsa, Moscow, A. B. Johnson, August 2016

Please note: if the payment purpose lack some information, the bank will decline the payment.

How to get a payment confirmation

Right after the payment you will get an electronic payment receipt to your email. This receipt confirms the payment was executed, and Yandex.Money accepted it.

You can also request a document with a seal from our Support Service. Be sure to specify date and time of the transaction in your request: you can copy them under the payment details in your History.

Limits

If you are paying from your Wallet or linked bank card, single-operation limits depend on your user status:

Within one month, you can pay up to 150,000 rubles from your Wallet and 100,000 rubles from your card regardless of your user status.

Your user status is irrelevant for other payment methods:

  • payment with Visa, MasterCard, and MIR (not linked with your Wallet)—up to 15,000 rubles at a time
  • payment in cash—15,000 rubles at a time.
I have VTKP bills

We have a special payment form for VTKP in our catalog. This form allows for the following:

  • check due amounts and enter readings of electricity meter
  • activate notifications about new bills
  • pay without commission.

If you activate emails and text messages, you can pay your bills without the internet and a computer.

  1. You will get a text message from 1960 with the sum due and payment code. The code is valid for one day.
  2. To make the payment, send the code in reply. Money will be debited from your Wallet or linked bank card. If you do not want to pay, do not reply.
  3. The payment receipt will be sent to your email. Amount, date, and payment purpose will be saved in your History.

GIBDD Traffic Fines: Paying and Checking for Outstanding Fines

You can pay a fine by specifying data from a certain payment ordinance or check for any outstanding traffic fines to be paid. Pay from your Wallet, with any bank card, or in cash.

Commission—1% of the amount but no less than 30 rubles. If the fine you are paying amounts less than 3,000 rubles, you will be charged 30 rubles commission. If the fine exceeds 3,000 rubles, the commission is 1% of the amount.

Information about the payment is sent to the State Information System (GIS GMP) immediately. After that, GIBDD updates their database. This usually takes about a day, but may sometimes take up to 5 business days.

Specify a number of driver's license or vehicle registration certificate: we will check whether the State Information System (GIS GMP) has any data on outstanding fines for these documents.

Check for outstanding fines

You can activate notifications. This will allow you to know about new fines to be paid immediately.

We check for fines issued not earlier than 1 January 2014. You can sometimes see fines that are not in the GIBDD database or vise versa: you do not see a fine that was just issued. This indicates that the GIS GMP database, the one we take data from is yet to be updated. Check your fines again in some time or specify this new fine's ordinance number to pay it right away.

If you were issued a fine and you have an ordinance in hard copy, enter its number—we will find all the data required for payment. Check everything and pay with your card, from your Wallet, or in cash.

Fines with 50% discount

If you pay a fine within 20 days from the date of its issue, it amounts half of its formal sum (even if the fine is minimal). This condition came into effect 1 January 2016 and is committed to in law No.437-FZ, dated 28 December 2013. This law also states which fines do not apply the discount:

  • if this violation is related with alcohol or drug use (article 12.8, paragraph 3 of article 12.27, article 12.26)
  • if this is a repeated violation: speeding at 40 km/h (paragraphs 6 and 7 of article 12.12); red light running (paragraph 3 of article 12.12) entering an oncoming lane (paragraph 5 of article 12.15); driving wrong way down one-way traffic (paragraph 3.1 of article 12.16); errors of vehicle registration (paragraph 1.1 of article 12.1)
  • if the road traffic accident caused injury (article 12.24).

The articles are specified according to Code of Administrative Offenses of Russia.

When checking for fines, you can see the date when the discount expires. We get data from GIS GMP, which downloads these data from the GIBDD database.

How to get a payment confirmation

The bank's transfer order will appear in the details of this payment within two business days. This document confirms your money is credited to the recipient's account. You can apply to GIBDD with this payment order: for instance, if our site shows you a fine you've paid among the outstanding ones for more than 5 days.

If you need a document sealed by the bank, request it from our Support Service. Be sure to specify date and time of the transaction in your request: you can copy them under the payment details in your History.

What to do if you paid one fine twice

You need to file an application on the GIBDD site: describe what has happened, attach both payment receipts and ask to return the overpaid amount.

Taxes

On our site, individuals and sole proprietors can pay taxes without commission. Payment methods—debit cards, credit cards, cash, and Yandex.Money Wallet.

Individuals' taxes

You can check for dues and pay outstanding taxes by your INN (TIN) or document's index (number from the receipt for tax payment).

  • If you specify INN (TIN), you will only see your tax debts: the taxes for which penalties are charged.
  • If you specify document's index, you will see the taxes due for this year, for which the due date has not passed. The document's index is on the hard copy of the receipt for tax payment.

If the site will show a debt or new dues, you can pay them right away.

  • one-time payment—15,000 rubles for anonymous users; 100,000 rubles for identified users
  • per month—300,000 rubles for anonymous users; 500,000 rubles for identified users.

If you pay from your Visa, MasterCard, or MIR card linked with your Wallet, the limits are as follows:

  • one-time payment (and per day)—20,000 rubles for anonymous users, 40,000 rubles for identified users
  • per month—100,000 rubles regardless of your user status.
