The team usually includes users who work on issues in the queue. These users will be suggested in search results as assignees, followers, and in other issue fields, as well as in @mentions in comments. They will see the queue in their sidebar under My queues.
The users you added to the queue team do not automatically get access to its issues. To set up the queue access rights for the users, go to the Access rights tab.
By default, the user who created the queue becomes its owner.

Adding a message for users who cannot access issues
By default, when a user tries to open an issue from a queue that they do not have access to, a message saying Contact the queue owner pops out with the owner name specified.
This message can be changed. For example, you can specify another user with admin rights for the queue to request access from. You can also state the reason for closing access to the queue.

In the left-hand panel, click Queues and select a queue.
In the top right corner of the queue page, click Queue settings.
Go to the Basic tab.
Under Message to send if access is denied, enter the appropriate text and click Save.
